Returned the latest hashicorp/aws provider version in both Claude Code and Cursor with no key, in 2 calls in total. HashiCorp's Terraform MCP and the archived Terraform Registry MCP also passed both with 2 calls each, so this is a tie on pass and calls; OpenTofu gets the nod for the smaller tool list (7 vs 9 and 10), the same tiebreak used in Browser automation. Terraform MCP also passed in ChatGPT (Codex). Servers that need a cloud account (Cloudflare, AWS, Kubernetes) aren't tested.
